The National Bank of Georgia Is Awarded a Quality Certificate for Public-Private Partnership
On May 25, the Institute for Development of Freedom of Information (IDFI), in partnership with USAID program - Governing for Growth (G4G), held a presentation of the annual assessment report of the quality of dialogue between public and private sectors in Georgia. The presentation of the periodic Report on Evaluation of Laws 2020-2021, as part of the project Public-Private Dialogue (PPD) Quality Tracking in Georgia, included awarding different organizations for their lawmaking work. The legal act issued by the National Bank of Georgia "On Approval of the Regulation on Functioning of Foreign Exchange Market Participants", in terms of the quality of public-private dialogue formed during the preparation, deserved the highest evaluation among the bylaws selected for the project, and was awarded the Quality of Dialogue Certificate.
Papuna Lezhava, Vice Governor of the National Bank of Georgia, participated in a panel discussion The role of public-private dialogue in the formation of economic policy - challenges and opportunities.
"Back in 2017, the National Bank of Georgia set its own standard of legislative work: we publish legal acts for the financial sector, with a few exceptions, on our official website, to receive comments from stakeholders. We have published about 30 such acts since 2018 to date, both in the form of secondary legislation and draft laws, and enjoyed valuable feedback from a number of stakeholders. Currently, there are several ongoing draft laws posted on our website," - said Papuna Lezhava.
The Regulation on Functioning of Foreign Exchange Market Participants was developed to facilitate the introduction of the best international practices to the Georgian foreign exchange market. The focal task is to promote transparency, equal rights of participants and competition in the foreign exchange market, and protect consumer rights. The Regulation was developed with the active involvement of market participants and incorporated the needs of the local market along with global trends.
It is important with the support of USAID Governing for Growth (G4G) Program, the Institute for Development of Freedom of Information (IDFI) is implementing a project - Facilitating Dialogue between the Public and Private Sectors in Georgia through Monitoring and Awareness Raising. The first stage of the project covered the assessment of the quality of public-private dialogue for eight laws, eight by-laws and legal acts of two municipal authorities - Zugdidi and Ozurgeti municipalities.
