Technically it is Impossible to Terminate Money Transfers from Russia

The issue of possible restrictions of money transfers from Russia to Georgia was given the definition of “the beginning of a financial war” in political and scientific-economic circles of Russia. During the debates in Parliament related to these issues Pavel Medvedev, the first Deputy Chairman of the Duma’s Committee for Credit and Financial Market Organization and the member of pro-president faction “Edinnaya Rossia” stressed, that he gives a negative assessment to imposing restrictions on money transfers from Russia to Georgia. “I call it a “financial war” – declared Medvedev.
Igor Igoshin, one more member of the “Edinnaya Rossia” faction, the Deputy Chair of Duma’s Budget and Tax Committee declared, that this idea has no legal base. Especially when the matter touches upon commanding people’s own resources. According to him “such ideas are damaging for the economy. An individual has a full right to direct his/her resources as he/she decides.” It should be stressed that the idea of activating the sanctions against money transfers was mainly supported only by the representatives of the opposition factions in State Duma.
“This is not a serious declaration” – said Roman Gotsiridze, the President of the National Bank of Georgia. According to him it is impossible to stop money transfers in the epoch of electronic settlement.
From the side of the official authorities of Russia (and not according to the statements of odious MP-s) launch of such activities will result in a serious damage of Russia’s financial system from the point of view of reputation as well as the practical results. It is a very pleasant fact, that competent Russian experts and financial circles, as well as the responsible politicians criticized this senseless initiative of Russian State Duma. Georgians, like millions of other people who left for Russia to find a job, create a huge wealth for Russia (in the first place) thus facilitating the economic growth of this country. No one has a moral, or legal right to judge whether they should send their salary earned by their honest work to their home country, spend in Russia, or in some other country”- said the President of the National Bank of Georgia Roman Gotsiridze.
The above-mentioned issue had a negative response in the scientific-economic circles of Russia. Evgeny Yasin, Director of Research at the School of Economics and former Minister of Economy of Russia marked, that any declaration of such kind points out to the elementary economic ignorance. “There is a positive balance in favor of donor states between the funds invested in economy by the migrant and funds taken outside the country”- declared Yasin.
USD 250 mln has been transferred from Russia to Georgia during the year of 2005.
