Leszek Balcerowicz: Independence of the National Bank of Georgia is the Main Pledge of Success of Country’s Economy

Within the framework of his working visit, Leszek Balcerowicz, the President of the National Bank of Poland met with Nino Burjanadze, the Speaker of the Parliament of Georgia, Zurab Nogaideli, the Prime Minister of Georgia and Kakha Bendukidze, the State Minister for Coordination of Reforms.
The first meeting of the President of the National Bank of Poland was with Kakha Bendukidze. George Glonti, the Vice-President of the National Bank of Georgia and Guram Abashidze, the Secretary of the NBG Council attended the meeting, which went on in the atmosphere of a complete mutual understanding. The sides discussed the issues of the current reforms in fiscal and privatization spheres of Georgia and the minor role of the State in the process of managing economy.
Positions of the State Minister and the President of the National Bank of Poland differed while discussing the banking issues. Kakha Bendukidze noted, that the banking supervision should be separated from the National Bank, which was categorically disagreed by Leszek Balcerowicz. According to the Polish guest, existence of the banking supervision service within the system of the National Bank of Georgia is a vital element of the independence of the central bank of a country. He also stated, that with only few exceptions, banking supervision services are always included in the system of central banks.
The President of the National Bank of Poland drew a special attention to the independence of the National Bank, as a main factor of developing sound economy in Georgia. He stressed this issue during his meetings with the Speaker of the Parliament and the Prime Minister. He also pointed to the necessity of a flexible system of deposit insurance. As he noted, without the mechanism of a deposit insurance system, country could not become the candidate for the European Union membership.
The President of the National Bank of Georgia, Roman Gotsiridze called incorrect the decision of the Georgian government to reject the commitments, signed with the German Credit Institution for Reconstruction (KfW), envisaging the support of deposit insurance system in Georgia. For the purposes of financing the above-mentioned program, German side intended to provide the assistance in the amount of 3,5 mln euros. “As a result of a fruitful cooperation of the German Credit Institution for Reconstruction, the National Bank of Georgia and the Budget and Finance Committee of the Parliament of Georgia, the Draft Law on Deposit Insurance is already prepared and will be undoubtedly submitted to the Parliament”-noted Roman Gotsiridze.
In the context of this visit it is also planned to organize a seminar at Borjomi government residence. Mr. Balcerowicz will give a report on the “Lessons of postcommunist transition “ at the mentioned seminar. The representatives of the institutions of local governing bodies as well as the representatives of business structures will attend the seminar. The President of the National Bank of Poland will get acquainted with the infrastructure of Borjomi as a health-resort and the prospects of its future development.
The working visit of the President of the National Bank of Poland will end on November 19.
