FATF Starts a Large-Scale Examination of Russian Commercial Banks

FATF (Financial Action Task Force on Money Laundering) intends to launch a large-scale examination of Russian commercial banks in April, 2007.   According to the explanation of Victor Melnikov, the Deputy Governor of the Central Bank of Russia, the above-mentioned organization usually carries out quite a thorough examination. Namely, the effectiveness of anti-money-laundering mechanisms as well as the level of efficiency of bank employees will be examined. Besides that, for the purposes of increasing the effectiveness of combating against money laundering, FATF demands from Russia to make legislative changes and adopt normative acts in the banking and finance sphere.   One of these days the National Bank of Georgia will send a letter to FATF in which the NBG will request this organization to focus its attention on the facts of unlawful cooperation of Russian commercial banks with illegal financial structures functioning in Abkhazia and consider these issues while preparing the examination plan. Unlawful cooperation of Russian banks with the banking institutions functioning in Abkhazia is a rough infringement of legal regulations.   The National Bank of Georgia also intends to apply to EU and MONEYVAL (Council of Europe Select Committee of Experts on the Evaluation of Anti-Money Laundering Measures) about sanctions to be used against Russia.   FATF plays one of the most important roles in combating against the legalization of illicit income. This International organization was established by the G-7 economic Summit that was held in Paris in July of 1989 (organization unites 26 member states and two international organizations).  Like the above-mentioned convention it’s main objective is to fight against the illicit criminal proceeds related to the drug sale. FATF issued a well –known and recognized set of Forty Recommendations for fighting against the legalization of illicit incomes. Similar to other recommendations their aim is to adjust the existing recommendations to the national legislations. This mostly applies to the issues of cooperation in banking, criminal and international spheres.
