Presentation of Leszek Balcerowicz’s Books will be Held in the Money Museum of the National Bank of Georgia

15 November, 2005

Presentation of Leszek Balcerowicz’s work  “Toward  a Limited State” will be held in the Money Museum of the National Bank of Georgia on November 15. The public will also get acquainted with  the books of the President of the National Bank of Poland  – “Freedom and Development”,  “State in Transition”, which were translated into Georgian by Ambrosi Grishikashvili, the employee of the National Bank of Georgia,  Candidate of Economic Science,  Associate Professor.    The books - “Freedom and Development.”  and  “State in Transition”  review  the development of the national economy, namely,  the importance of  healthy finances, low budget expenditures, and  consequently, low taxes and balanced budget for the development of the country.   Georgian publication of Mr. Balcerowicz’s book begins with a forward  of the President of the National Bank of Poland, “During the work on this book  my thoughts were not only about Poland, but also all countries, whose development were also slow down by communistic regime in the past. Through this book I tried to indicate to the instruments and forces, which have positive impact on the development of the economy and help country - even poor- to develop successfully. If the Government  finances  are diseased, the country  spends too much without control, tax rates are high, tax code is complicated, entrepreneurs become victims of political influence and  government instead of  being a guarantee for sustain industrial development and  stability, itself is identified  with instability  and corruption. Obviously, in such conditions it is hard to develop effectively and quickly for the country even poor.  Scientific  research  and experience shows, that if the country  takes into account all requirements of above-mentioned recipes, it has a chance to achieve stable and sustainable development, despite its initial poor conditions, specific culture and traditions. Good examples  of such countries are :  in South-East Asia  - South Korea, Thailand and Singapore, in Latin America - Chile, in Western Europe - Ireland.”  -  states Mr. Leszek Balcerowicz in his forward to the  Georgian publication.   We already have three monographs of Leszek Balcerowicz in Georgian, namely:  “Toward a Limited  State”, “ State in Transition” and  “Freedom and  Development”.   Through these  books one can   familiarize himself with the reforms carried out  in Poland and its results, the author of which is Balcerowicz  himself.   If we also take into consideration numerous letters translated from Polish into Georgian and published within two decades,  we can say that Balcerowicz is one of the most popular and well-known foreign  economists and scientists  in Georgia”- stated Ambrosi  Grishikashvili,  the  translator, the Candidate of Economic Science.
